The Under Secretary, Justice Department, to W. C. Daldt, Esq. Sir, — Department of Justice, Wellington, 3rd February, 1877. I have the honor, by direction of the Hon. the Minister of Justice, to inform you that the Public Petitions Committee, in their report on the petition of E. MeManus to the House of Representatives last session, directed the attention of the Government to the fact that two Justices of the Peace inflicted a penalty for an offence which does not appear to be known to the law. lam instructed to inform you that, on inquiry into the circumstances of the case, it appears to the Government that the boy MeManus was illegally committed.
