NEW PLYMOUTH. Sib— Education Board, New Plymouth, 30th March, 1878. I have the honor to transmit the returns and papers indicated in the margin.* The school returns received from the School Committee have been found very incomplete, and have given much trouble in compiling the returns from them. I shall send the school returns as soon as I get them tolerably accurate. But I must explain that the Board has hitherto administered all the affairs in each district; no money has been advanced to Committees for their disbursement. The Committees have only given a general oversight of the schools and teachers, and forwarded requisitions to the Board. Previous to sending the school returns I will make on them such explanatory notes as I think will make them intelligible. I have, &c, Vm. Noethceoft, The Secretary, Education Department, Wellington.
