(b.) Every elector may vote for any number of candidates at an election not exceeding the number of members of the Committee then to be elected, but no elector may give for any one candidate more than one vote; (c.) Where any two or more candidates have received the same 5 number of votes, and as often as this may happen at any election, the Chairman shall give a casting-vote or votes as the case may be. 113. (1.) If any dispute shall arise respecting the validity of tne proceedings at the annual or other election of* any member or 10 members of any Committee, the matter in dispute shall be submitted to the judgment of the Board of the district, whose decision thereon shall be final and conclusive. (2.) In any case when a representation has been made to the Board that the proceedings at any election meeting had not been 15 strictly formal or legal, the Board need not call for another election if, in their opinion, the informality was not wilful, and did not really affect the result of the election. 114. If in any case the householders in any school district shall, from any cause whatever, fail to eiect a Committee upon the 20 annual day of meeting as hereinbefore provided, the Board of the education district in which such school district is comprised, if it shall see fit, may fix another time for the nominations and election respectively of a Committee for such school district, and the like notices of such meeting, with all necessary changes of dates for the 25 several matters incident to the election, shall be given and the like proceedings taken thereat as are prescribed by the preceding sections of this Act for an annual election. 115. If after such last-mentioned meeting the householders neglect or refuse to elect a Committee, the Board may appoint one or 30 two Commissioners, w T ho shall hold office until the next annual meeti j g n anr J shall have all the powers and shall perform all the duties by law assigned to a School Committee. ■ 116. Every Committee elected as aforesaid shall hold office until the appointment of a new Committee, or a Commissioner or 35 Commissioners, and, if any vacancy shall occur by death or otherwise in any Committee, the remaining members of the Committee being not less than a quorum shall elect a qualified person or persons to fill * such vacancy or vacancies. 117. If a member of a School Committee be absent without 40 leave of the Committee during three consecutive months from all meetings of the Committee, except from illness or other cause to be approved by the Committee, or if a member ceases to reside in the school district, he or she shall cease to be a member of the Committee, and his or her office shall thereupon be vacant. 45 118. If by any means the number of members of a School Committee be reduced to less than the number required for a quorum, or if a majority of the members of any Committee send in their resignations to the Education Board, the Board may direct an election to be held to fill up the vacancies; and the proceedings in con- 50 nection with any such election shall be the same as in the case of an annual election.
