No. 112. Cook and other Islands Administration, Wellington, Sir,— 23rd November, 1903. You will be glad to hear that a sum of .£5OO (on account of £1,000) has been placed on the estimates for the erection of an accommodation-house at Rarotonga, but before any building can be erected a suitable piece of ground will have to be acquired. I have received your letter of the 26th October, forwarding Mr. C. Kohn's offer of his site, and I would like you to ascertain from him what he is prepared to take for his lease. You might also find out whether Makea would be willing to make the land a Government freehold, as I think whatever site is chosen the Arikis should be disposed to convey it to the Government, for there can be no doubt that the island will gain in many ways by being connected with New Zealand and having a tourist traffic developed. Please let me know whether you think such a proposal would be entertained. What kind of a building would you suggest to meet present requirements? I ask this because. 1 am thinking of having the building framed here by the Public Works Department and sent down for erection. I recognise the difficulties connected with the matter, and will write you on the general question of the liquor traffic on the island by next mail. I have, &c, The Resident Commissioner, Rarotonga.
