During his term of office the condition of the service has been ameliorated to an extent hitherto unknown in the records of the colony; and this improvement has been only part and parcel of that grand scheme of amelioration of the conditions of life for every worker in the colony that was so near and dear to the heart of the deceased statesman, and which was, in fact, the distinguishing characteristic of his political and social policy.
