I am directed by the executive committee of the New Zealand Railway Officers' Institute to respectfully ask you to be good enough to convey to the widow and family of the late Right Hon. the Premier the most sincere and heartfelt expression of the sympathy of the members of this institute in the irreparable loss they have sustained in his sudden and unexpected death. During his term of office the condition of the service has been ameliorated to an extent hitherto unknown in the records of the colony; and this improvement has been only part and parcel of that grand scheme of amelioration of the conditions of life for every worker in the colony that was so near and dear to the heart of the deceased statesman, and which was, in fact, the distinguishing characteristic of his political and social policy.
