CHAIRMAN : The Conference now proceeds to the active business for which we have been assembled, and we will deal with the subjects which have been put down for the first business meeting. From a study of the former proceedings I rather gather that it has been the practice at these Conferences to discuss a subject not under the strict presentation of a resolution, such as you would have in a House of Parliament, but to discuss the subject generally, with, of course, the resolution which may have been
