With reference to my despatch No. 17, of the 22nd January, I have the honour to transmit to you, for the information of your Ministers, the accompanying copy of a paper which has been presented to Parliament by command of His Majesty, on the subject of the accession of the German Protectorates to the Berne Copyright Convention of 1886, and to the additional Act and Declaration of 1896. 2. I also enclose copy of an Order of His Majesty in Council of the 2nd March, which has been passed to give effect to the accession of the German protectorates to the Convention and the additional Act.
