Under instructions from Sir Edward Grey, I have the honour to inform Your Exoellencv that, the "British and French Postal Administration having definitely settled the text of the proposed Convention, a oopy of which is enclosed herein, for the direct exohange of money orders between France and the Dominion of New Zealand. I have been authorised to sign it as it stands. I have the honour to transmit to Your Excellency herewith the draft of detailed regulations which it is understood are to he signed by th< Postmaster-General of N">w Zealand and the I'nderSecretary for Posts and Telegraphs of France. In communicating this draft to Your Excellency I am instructed to call your attention to the following amendments proposed by the Post Office, in order that, if accepted, they ma\ ]h- made before the regulations are signed in Paris and sent nut to New Zealand for signature by the Postmaster-General of the Dominion: —
