We have the honour to submit the thirty-second annual report on the prisons. The changes that have taken place since the presentation of the first report, in 1881, in the daily average of prisoners, the expenditure on the prison system, and the variation in the gross cost per head during the period between 1880 and 1913 are interesting, and are tabulated hereunder : —
