(3.) The amount deposited on account of any person who departs without being ideirtified or who remains in New Zealand beyond the time permitted by his certificate, shall be forfeited atld from New Zealand the holder of a certificate shall personally deliver up the same to the Collector of Customs at the port of departure 7. Certificates delivered up at the port of departure shall be forwarded to the Collector at the port of issue, to be filed with the duplicate. „,. 8 Notwithstanding anything hereinbefore contained, any prohibited immigrant or Chinese arriving at a New Zealand port en route to some place beyond New Zealand may be permitted to land for a period not exceeding twenty-one days : provided that a bond with security satisfactory to the Collector of Custom,, is given that the person named therein shall report himself to the Collector upon departure from New Zealand within the time specified. Such bond shall be in the following amounts : — (a.) In the case of Chinese, £200. (b.) In the case of all other prohibited persons, £100.

"With respect to every person who lands in New Zealand under any such regulations the provisions of the principal Act shall not apply so long as he faithfully observes the conditions prelcr bed bv those regulations or such of them as are applicable to him; but if he does not so observe the prescribed conditions he shall be deemed to have unlawfully landed in New Zealand.
