(b.) The above rates of travelling-allowance are exclusive of any cost of conveyance by rail, coach, or steamer; and in computing the period the time shall be counted from the time of departure by train, coach, or steamer to the time of return by the same. (c.) When travelling by steamer or other vessel in which the fare paid includes subsistence, only one-quarter of the ordinary rates shall be allowed. (d.) Where it is proved to the satisfaction of the Naval Authority that the travelling-expenses a member is entitled to draw under these Regulations do not cover his actual expenses, the Naval Authority may authorize payment of an increased rate of travelling-allowance. (c.) The Naval Authority may reduce the rates of travelling-allowances under the scale when circumstances appear to justify such a course. (/.) When a journey is commenced and completed on the same day, and the member proceeds to a place not less than five miles from his station, he will be allowed necessary expenses for meals only, which must not exceed the following rates :—

In cases where the places visited are less than five miles distant no allowance for meals will be granted unless in exceptional circumstances and with the approval of the Naval Authority. A morning meal shall only be granted if leaving before 7 a.m., and an evening meal if returning after 7 p.m. (g.) Warrant officers, Petty Officers, and men, where practicable, will be provided with rations and quarters in lieu of travelling-allowances and any mess charges will be allowed them. (h.) Allowance in lieu of rations or lodging-allowance shall not be drawn when travelling-allowance is drawn. Cab-hire. 8. (2.) (a.) (Jab-hire shall be allowed only when, in the opinion of the Commanding Officer, such expenditure is expedient or necessary. (6.) Cabs should not be used when any other form of public conveyance which would meet the case is available. (c.) Officers travelling with baggage shall be allowed reasonable expenses for cabs, but in every such case the distance travelled is to be clearly stated. (d.) When cab-hire is claimed for more than 55., receipt for such payment must accompany claim. Claims for cab-hire at rates in excess of the legal fares are not admissible. Claims for hire of taxi-cabs shall not be admitted where the rates for hire of such cabs exceed the rates for hire of ordinary cabs. Conveyance of Baggage. 8. (3.). The scale of baggage allowed to be conveyed at the Government expense will be as laid down in Appendix IX, King's Eegulations, where applicable. Naval Authority. 9. The Minister of Defence' shall be the Naval Authority within the meaning and for the purposes of these Regulations. J. F. ANDREWS, Clerk of the Executive Council.
