Explanatory Notes to Detail Statement. (a.) Men not yet medically examined but who cannot be classed as defaulters, some not having received notices and some being invalids unable to attend at Medical Boards. (&.) Men recommended for medical treatment by Medical Board, on completion of which they will be re-examined, when the majority will probably be passed fit (Class A). (cr) Cl men are men who are likely to become fit for active service after special training, and who are being, called up for special physical training at the CI camp to be established this month. (d.) 02 men are men unfit for active service beyond the seas but fit for service of some nature in New Zealand. These men are being combed out, and those men not obviously unfitted for service are being re-examined by a special Medical Board. 3,638 men from the first six ballots have been called up and are being re-examined ; at least as many more from the last three ballots will be called up at an early date. Those men who are classified Cl on re-examination will be sent to the Cl camp. (c.) " Pit men " consist of men classed " A " who have lodged appeals which have not yet been heard. Of these the twenty-two shown in the first six ballots are particular cases, such as apprentices, transport workers, and appellants from industrial industries, and the balance, while including some particular cases, are those which in ordinary routine have not yet come on for hearing. " Special appellants " ' consist of coal-miners, policemen, theological students, clergy, and gold-aniners in Group 21 whose appeals must be heard prior to their medical examination ; in all other cases medical examination takes place prior to hearing of appeal. (/.) Men whose appeals for exemption have been adjourned indefinitely, the effect of which is that they have been granted practical exemption from military service during such time as considered advisable by the Military Service Boards. These cases are now being recon sidercd by the Military Service Boards, and some men will probably be shortly sent to camp. (g.) This class includes men who are presumed to be Germans or of other alien enemy parentage, but who have not yet been definitely designated enemy aliens by the authorities. Men presumably under age whose birth-certificates have not yet been obtained, and others who have not received definite orders when to proceed to camp, are also included. (h.) Men who fail to report for medical examination as ordered and whose whereabouts are subsequently traced by the Director of Personal Services, as accounted for in a separate return. The difference in number between columns 11 and 12 of this return and columns 17 and 18 of D.P.S. return is accounted for by the fact that the latter return is compiled as at 31st August, against 21st August for this return, during which period many transfers between the two branches have taken place, whilst several of the cases shown in column 11 of this return cannot yet be transferred awaiting result of investigation by various Group Offices. (i.) Men who are medically examined but who have failed to concentrate for camp as ordered. They are consequently assumed to be deserters, and, if after investigation by the Group Officers they are found to be actual deserters, warrants for arrest are issued by the Group Commander. The number is subject to continual alteration, and on the 13th September it was found that out of the 516 cases 255 had been, sent into camp or otherwise accounted for by the Group Commanders since the return was made up on the 21st August. (k.) Men whose claims for exemption from military service have been granted by the Military Service Boards, and, where such men are of military age and liable under the Military Service Act, their names have been replaced on the register of the reserve, thus making them again subject to the operation of the ballot. (I.) Men who are considered by the Medical Boards to be permanently unfit for any service in connection with or for the purpose of the present war.
