" (b.) The governing body of such district to be nominated by the Government (pending the development of settlement in the district), including a representative or representatives of the Native owners of lands in the district; and " (c.) Such Board to have borrowing and rating powers, and power to enter into some working arrangement with the Tongariro Timber Company in connection with the construction of the railway and the company's timber-cutting operations, subject to the approval of the Government, such arrangements to include provision for the prompt payment of all moneys now due by the company to the Natives.
