In order to avoid mistakes and to enable us to advise our client properly, would you please favour us with a reference to the legal authority under which this passport has been refused. We might mention that, according to our instructions, your refusal was based on an order issued under the Samoan Offenders Ordinance, 1923, but we feel sure that you have acted on legal authority other than this order.
