VIII—CUSTOMS ADMINISTRATION A—Report of Committee At a meeting of the Heads of Delegations held on the 22nd of July, a Committee was constituted to consider Customs administration. After preliminary discussion, a Sub-Committee of Officials, with Dr. G. Craig (New Zealand) as chairman, was appointed to consider technical questions arising out of the administration of existing Customs legislation. The Committee submitted the following statement for the consideration of the Conference: The Committee on Customs Administration is of the opinion that the aims to be kept in view should be:—• I. The avoidance of uncertainty as to the amount of duty which would be payable on the arrival of goods in the importing country;
