UNITED NATIONS CONFERENCE ON TRADE AND EMPLOYMENT The attached report covers the proceedings of the PreparatoryCommittee of the United Nations Conference on Trade and Employment in so far as they relate to the preparation of a Draft Charter for the proposed Organization. The detailed negotiations concerning a General Agreement on Tariffs and Trade, which took place concurrently at Geneva during 1947, are not dealt with in this report, since these negotiations had not been completed at the time when the present report was prepared.
