C—3
(9) The Committee expresses the view that refresher courses for officers and subordinates have fully proved their value, but finds that conditions within the Commonwealth are so varied that it must be left to local decision whether they are best used as routine courses to be taken by all, or as advance courses for selected men only, who will fully profit by them. (10) It is added that, ideally, a school should have training access to the whole region it is designed to serve. It is suggested that at some future time it may become possible to adjust, within the British Commonwealth, the regions served by particular schools, without regard to purely administrative spheres.
