May it please Your Excellency,— In pursuance of the Commission dated the 22nd day of March, 1946, from His Excellency the GovernorGeneral Sir Cyril Louis Norton Newall authorizing us to inquire into and report upon the existing law relating to gaming, the present administration and control of practices relating to racing, and generally all other matters connected with gaming and racing, and likewise to examine and report upon proposals that might be made for amending the law, administration, and control of these matters in the public interest, and to make such proposals in the premises as we might think fit and generally to inquire into and report upon such other matters arising out of the premises as might come to our notice in the course of our inquiries which we might consider should be investigated in connection therewith, and upon any matters affecting the premises which we consider should be brought to the attention of the Government, we have the honour to present our report as follows.
