S. 94: While it is convenient in early stages of development to license aerodromes for named types of aircraft, the system must ultimately break down under its own weight. We recommend the adoption of the system now being developed in the United Kingdom. The physical characteristics of the aerodrome are published by the civil aviation administration —in the licence or otherwise. The responsibility for safe operation in accordance with the statutory regulations —that is, for ensuring that the aerodrome is adequate for the contemplated operation — rests upon the pilot.
