Sir, — We have the honour to submit the report of the New Zealand delegation to the Second General Conference of the United Nations Educational, Scientific, and Cultural Organization, held in Mexico, D.F., from 5 November to 4 December, 1947. BACKGROUND The main task of the Second General Conference of UNESCO, which met in Mexico City from 5 November to 4 December, 1947, was to lay down a detailed and definite programme of work for the immediate future. The preliminary Conference, held in London two years earlier, had written the Constitution, which then had to be accepted by Member States. The First General which took place in Paris in November-December, 1946, had set up the administrative mechanism, passed a budget of $6,000,000, and
