The Council desires to record their appreciation of the very real assistance Mr. Lyons has given at all times in the deliberations of the Council. He was most sincere in his desire to see the Act fully implemented and to do all in his power to hasten the. reticulation of the sparselysettled parts of the country. I would repeat my appreciation of the help given by Mr. F. T. M. Kissel in continuing to act as Chairman during the visits of the Council to the various electric supply areas, I have, &c., A. E.
