FREYBERG, Governor-General To all to whom these presents shall come and to : Ronald Henry Quilliam, of the City of New Plymouth, New Zealand, Barrister, Thomas Bruce Nicol, of the City of Sydney, New South Wales, Engineer, and John Howard Barnett, of the City of Wellington, New Zealand, Public Accountant, Greeting : Whereas questions have arisen as to methods of treatment and disposal of sewage arising in the Auckland Metropolitan Drainage District and the Boroughs of Northcote, Birkenhead, Devonport, and Takapuna, and it is desirable that inquiry should be made into various methods of such treatment and disposal and into the question whether any, and, if so what, legislation is necessary or expedient in order to direct or authorize the employment of the most suitable methods :
