THE COMPROMISE FAVOURED LONDON, February 9. The Capetown correspondent of the "Times" reports that opinion everywhere is tending to accept the compromise made by the South African Convention with respect to the selection of a site for the capital of United South' Africa, providing for the establishment of the Legislative capital at Capetown and the administrative centre at Pretoria. It is considered that owing to the immense distances between the different centres it would be a good thing if Ministers and officials were obliged to travel about to see th-e varying aspects of the problems with which the Union will be faced. Hence the dual capital proposal is welcomed.
