LONDON, February 9.

Official correspondence shows that the attitude of Mr. Elihii Root (United States Secretary of State) with regard to thfe Congo annexation question is identical with that of Sir Edward Grey (British Foreign Minister). Mr. Root declares that the results of the system inaugurated by the independent State of Congo are inconsistent with the obligations under the Brussels Convention, and that radical changes in ad* ministration are required.
