Raskolnikov, the Soviet Minister at Kabul, is jubilantly discussing the possibility of a war between England and Afghanistan, according to the Riga correspondent of "The Manchester Guardian." I "When the Amir sees anyone wearing a suit of British material he himself makes a gash in it with a pair of scissors. In the case of a BritishAfghan war there is no doubt the sympathy of 70,000,000 Mohammedans who are British subjects would be with the Afghans."
