j POSSIBILITY OF WAR. LONDON, January 3. M. Raskolnikov, the Soviet Minister at Kabul, is jubilantly discussing the possibility of a war between England and Afghanistan, according to the Riga correspondent of "The Manchester Guardian." In a statement to the Russian Press he says: — "Afghanistan has been a country virtually unknown to Russians, British imperialism keeping it in isolation. The country is one of the most backward in the world, its nomad population being exclusively occupied in cattle rearing. "There is only one factory in Kabul. It manufactures war material and textiles. To protect the national infant industry, the Amir has placed a liigh tariff on imported goods, which mainly | hits British products. I "When the Amir sees anyone wearing a suit of British material he himself makes a gash in it with a pair of scissors. In the case of a BritishAfghan war there is no doubt the sympathy of 70,000,000 Mohammedans who are British subjects would be with the Afghans."
