EDUCATION BOARD.
The North Canterbury Education Board met yesterday. Present—Messrs T. W. Adams (chairman), T. S. Woston, J. Munnings, D. Buddo, A. Sauaders, H. W. Peryman, and C. A. C. Hardy.
Apologies were received for the absence of Messrs R. Weatenra and J. Ronnie. The Buildings Committee reported that it had bee a decided to call for fresh tenders for the supply/ of furniture. A proposal from the Medbury Committee to alter tho boundary was referred to the Mason's Flat Committee. The following tenders for painting and repairing school buildings were accepted :—Messrs Venlington and Wolfray, Barry's Bay, £17 ; Robinson's Bay, £28 18s ; French Farm, £1215s ; German Bay (main), £2110s ; Akaroa, £23 5s ; Wainui, £1810s ; Leßons Bay, £46. Mr B. P. Manhire, Little River (side), £13 lOa. Mr J. Hay- j ward, Duvanchelle'a Bay, £29. ■ The report was adopted. The Appointments Committee reported, under date March 22nd :—The following ! appointments were recommended:—Papanui —Miss M. Duncan, infant mistress ; Miss A. Hodgson, assistant mistress (promoted). Hinds (main)— Miss K. K. Newton, mistress. Kaikoura (suburban)—Mr A- 0. Bowbyes, master. Burwood—Misa M. L. Spence, mistress. Eiffelton—Miss J. McGallan, mistress (sole charge). Kaituna (aided)— The appointment of Miss Kate Millar was approved. The resignations of Miss M. L. Spence, Fernside, and Mr B. Penlingtou, Pigeon Bay, were accepted. The Richmond committee wrote recommending the appointment of Mr L. Snowball as pupil teacher. As all the requisite certificates were not sent, the appointment was held over until the receipt. Mr Mounsey, the master at View Hill, wrote, saying the payment of the salary of the sewing mistress pressed heavily on him, and suggested that if his sister was appointed it would give him relief. It was pointed out that the appointment of the sewing mistress reste with the School Committee. The Clarence Bridge Committee asked to have a teacher advertised for, They were requested to state the number of children likely to be in attendance. Mr Mowatt wrote, saying that Miss Armstrong at Leamington did not carry out certain of his i wishes with regard to the instruction of some of his children. It was decided to reply that the mistress had been asked to meet, as far as possible, the wishes of the residents as to what subjects they wished their children taught. It was decided to thank the Otago and South Canterbury Boards for their information as to the establishment of district high schools under their authority. It was decided to inform the Pigeon Bay Committee that in consequence of the low average a mistress would be advertised for, to succeed the master at the side school. March 29th—The following appointments were recommended :—Ctirisfcchuroh East, Mias Kate Baldwin, head mistress ; Lincoln, Mr A. Cookson, master; Christchurch West, upon the recommendation of the committee it was agreed to appoint Miss M. Pavitt, for the last nine months acting assistant mistress, to the vacancy caused by the resignation of Miss Kirk. The resignations of Mr A. C. Bowbyee, St. Albans, and Miss C. Kirk, Christchurch West, were accepted. The Amberley Committee applied for the services of another pupil teacher. It was considered that the Board must adhere to the regulation requiring the necessary average to be maintained for two successive quarters. The report was adopted. The portion of the report relating to secondary education at Leeston and the special committee's report on technical education were dealt with. The Chairman laid on the table the balance sheet for the year. The Educational Institute wrote asking the Board to re-consider the present method of the appointment of teachers, and devise a scheme which would minimise the evils of canvassing, and will work more satisfactorily both in the interests of teachers and primary education. The letter was referred to the Appointments Committee, and the previous motion concerning Miss Wilkinson's scholarship was rescinded, and she was granted one 0f.£40. , MrR. Hill-Fisher was elected auditor of school committee's acoounts. . Mr H. Boyd was elected a member of the Rangiora High School Board. A special vote of thanks was accorded to MrR. Westenra, who is retiring from the Board, for his valuable past services. Mr Saundbbs gave notice to move— " That the inspectors of this Board be instructed to give not lees than seven days' notice of the date upon which they propose to examine any State school which may be the nearest to any private or denominational school or schools, and that the Secretary of the Board, on receiving such notice, shall forthwith inform the person or persons in charge of such private or denominational school or schools that they can, on that date, send any candidates for a ' pass' either in the fourth or sixth standards to be examined by the Board's inspectors under precisely the same terms and conditions as those applied to the' scholars of the State schools. And the Inspectors of the Board are hereby authorised and instructed to receive all such scholars as may present to them a written request from the manager or principal teacher of such schools, and after due examination to forward to such manager or teacher a duly signed formal certificate for each scholar who has successfully passed such examination—such as may be required by the provisions of the Factory Act, or for admission to the Civil Service."
The Board went into committee, and on resuming adjourned.
