.September 10, p.m. The Customs Duties Bill was lost on the second rea ing by 2G to 14 votes. The extra duties will be refunded. The Appropriation Bill lms passed tho third reading. The Immigration and Pnblic Works Bill waa amended, by tlie Council limiting ih.e borrowing power to one million. The bill was agreed to by the House. The Railway' Bill has been passed through the House. The Council amended the bill by striking out that portion relating to tho construction of the Wellington and Picton railways. Other amendments were proposed. The Mining Companies' Limited Liability Bill lias passed the third reading. The Bankruptcy Bill passed with four clauses (9, 10, 11, and 12) of the original bill. The Disqualification Bill has passed the House, The Government despatched the ' Luna ' to Nelson, to bring on the mail per ' Taranaki.' She id expected here on Tuesday. The prorogation of Parliament has been postponed, in consequence of the war in Europe, as the Government despatches may require special legislation. The war news created intense excitement, as it was felt that the news might aft'ect the policy of the (Government. Tho ' T.iranaki' and ' Phrebe' have been detained to bring on membei 9 The 'Phoebe' is expected to leave for the Manukau on Tuesday. The Assembly meets to-day.
