Melbourne, September 3 : Mr. Aspiuall has resigned his seat in the Assembly, owiug to his estate being compulsorily sequestrated. — Since the receipt of the war news by the English mail, Government have had several Cabinet meetings, and have decided to reorganise the volunteers, placing them on militia footing— 3oo at a time to be drilled for a fortnight in barracks. The v orkshops are also busy putting the gun carriages in order. — A royal commission on the subject of federation has been appointed. — The Government contemplate sending a despatch boat to Galle, to bring intelligence direct, should England be involved in the struggle. — The Germansthroughoutthe different colonies are subscribing funds for the relief of the families of killed and wounded Prussians. — The Privy Council has quashed the conviction of Hugo Levinger. This will virtually release him. — The Navigation Board have censured Captain Gregory for losing the barque ' Sussex.' — The opera troupe proceeds shortly to Sydney and New Zealand, — A match manufactory has come to grief. — At the sessions, Sanguilly, a survivor of the ' General Grant' wreck, was acquitted on a charge of robbery. — The foundation stone of the Jewish alinshouses has been laid. — The ii on- workers are agitating to have all the Government work done in the colony.— The insurance c mpanies have raised their marine risk by 2!, per cent, as war risk. — The Banks in the different colonies have raised the exchange to 24 premium. — The annual report of the Shipowners' Association shows that vessels owned in Victoria are twenty loss than last year. Sydney, September 3. — Lord Canterbury arrived from Melbourne, and attended the Exhibition banquet on Thuisday, making a line speech in reply to the toast of "The Sister Colonies." — The mail news is considered very disastrous to Sydney, moat of the clip being at the July sales, when the reduction occurred. Lady Clif den is almost an equal favourite in tho Derby betting with Florence. — A public meeting of Germans has been called for Thursday, to raise a war relief fund. — The Divorce Bill has been read a second time by a majority of 10. Adelaide, September 3. — The Land Act has passed through committee. It offers liberal inducements to settlers. — An agent of the Prussian Government bought 400 tons of copper for manufacturing cartridges. — He did so previous to the declaration of war. Hobart Town, September 3. — An emigrant ship has arrived. The Governor, Ministers, and members of Parliament visited the eaptdin, who entertained them at lunch. The toasts of the Queen, the King of Prussia, the Crown Prince of Prussia, and the Princess of Prussia were duly honoured.
