ACTIYITIES ON MANCHURIAN BORDER. Soviet Residents Leave China.

SHANGHAI, July 17. Harbin reports state that tlie Chinese military authorities in the three eastera provinces are contemplating the organisation of a large force of Wliite Russians. The organisation if believed to already have been effected under General Semenoff, head of the White Russian organisation in tli© Far East. Crack Soviet units are appearing on the border of Manchuria, causing consteraation ili Chinese military circles. Ghiang Kai-shek has been urgently requested to send reinforcements. Vladivostock reports state that Soviet troqps are moving to many points along the border. Heavy artillery and cavalry are noticeable. Pekin reports state that the Moscow Government has ordered Soviet citizens to prepare to return to Russia. Many have already quit Harbin and northern points in expectation of an outbreak of hostilities. Professor Serebriakoff, the Soviet envoy appointed to investigate the dispute, is reported to have cancelled his lOurney to Harbin pending China's l*eply to the ultimatum, which is reported to have been despatched to MoscoW at eight o'clock last night. _ The reply deals at lengtb with Riissia's alleged breach of the railway agreement, emphasising the propaganda charge. and expreSses willingness to negptiate a settlement of outstanding issuOs through Chu Shaoyang, the Chinese Minister in Moscow, upon the latter's return. The last secfiOn of the translation of Moscow' S ulitmatum only reached Nanldng at three o'clock yesterday afternoon and the reply was despatched at eight o'clock,
