J)r. Sbiels, in the House of Commons confirmed a report that Dr. Berkowitz was sliot at and vvounded on December 3, at Safed, in Palestine, and his condition was serious. He added that ten minutes later at- the same place an Arab customs officer was shot at and wounded. The British Government was satisfied that the Palestine Government was capable of maintaining order iu tliat country, but it was, of course, impnssible to guarantcc, iu Palestine or elsewliere, tliat isojated eases migbt not occur of ofi'ences ' against life and propcrt.y.
