YVASHINGTON, Dec. 19. • A joint statement has been issued today by the United States and Japanese delegations to London to the effect tliat the diseussion was concerned with the general philosophy nnderlying tlie naval agreements antf' opportunities of the coming conference. It took up the good results bet weeiy the United States and Japan of tlie Washington conference and the possibilities of continuing and increasing those results in a very frank and friendly way. Each delegation presepted al broad outline of its posrtlon. The YVashington Post, in an editorial, said that it was needless to say that the Ameriqans looked with some uneasiness upon the position that the size and rejative strength of tlie United States navy were to he determind by a political hargain with other powers and tliat expert naval counsel ivas to be minimised. if not disregarded entirely.
