GERMANY’S DUPLICITY.

There is a rumor at Washington that Germany is instigating tne''Colombian opposition to American control ot tne Isthmian canal in order to enable a German syndicate to purebase tne Panama Company’s rights, contending that such a step is a commercial transaction, not infringing the Monroe doctrine. Many people are urging President Roosevelt to commence the canal, leaving Colombia to appeal to the Hague tribunal to assess compensation.
