FRANCE’S POSITION.
WILL SUPPORT RUSSIA AS AGAINST TREATIES.

It is stated in official circles in Paris that in the event of Russia protesting against the claim that British warships also enter the Dardanelles, M. Delcasse will support France’s- ally, Russia, according as tlie clauses of the dual alliance cover the contingency. France considers tag observing of treaties such as relating to tho Dardanelles subservient to tilt: interests oi the allies, and that there is nothing to compel intervention to secure observance.
