Delcasse will support France’s- ally, Russia, according as tlie clauses of the dual alliance cover the contingency. France considers tag observing of treaties such as relating to tho Dardanelles subservient to tilt: interests oi the allies, and that there is nothing to compel intervention to secure observance.
