PERCENTAGE PROPOSAL RE FERRED TO HAGUE.

Mr Bowen lias declined to yield on the 20 per cent, proposal. Mr Herbert, British Minister, representing tho blockaders, vainly applied to President Roosevelt to arbitrate on that point. Tho question of preferential treatment will therefore be transferred to the Hague as soon as tho protocol is signed. Mr Bowen is prepared to pay each blockadcr five thousand five hundred pounds as a first instalment of payment for personal injury of respective subjects to seoure the raising of the blockade.
THE ARBITRATOR SUGGESTED
