There was a rise in consols on Mr Balfour’s announcement that tho Transvaal Loan Bill would he introduced in the House of Commons to morrow. It is expected that tho loan will be issued on Thursday in the form of 8 per cents, at about par. On the block Exchange dealings have already taken place. Replying to the Luke of Bedford’s criticism in the House of Lords on his action in placing Colonel Kinloch on the retired list in connection with tho ragging at the Guards, Lord Roberts declared that the decision was in accordance with tho regulations, and was also in the best interests of the Army. He would not allow the honorable traditions of the Army to be sullied by a disgusting and degrading form of bullying.
