THE MANCHURIAN QUESTION,
BEFRIENDING JAPANESE

Lessar, Kouropatkin, Alexieff, and other ■high Russian officials meet at Port Arthur in a few days to disouss Russia’s position in regard to Manchuria. Advices from Vladivostock represent Japanese newspapers as expressing satisfaction at the rapproachment of Japanese and Russians, one describing Kouropatkin as a harbinger of peace. He is staying us the Mikado’s guest at Shiba Palace, where no foreigners, except of royal blood, ever resided.
London, June 30.
M. Cassini, Russian Minister at Washington, is coming to Europe. It is reported at Washington that the Manchurian question is shortly entering on a more definite phaso.
