MELBOURNE, July 9. The Naval Bill debate is proceeding. Mr Reid (Leader ol the Opposition), concluding a speech dealing with Australian and Empire defence, wherein he expressed sympathy with those favoring the creation of an \ Australian navy, said in giving his cordial vote for this agreement as some slight acknowledgment of the -great benefits derived from the Empire he could not shut his eyes to tiic fact that the -payment of a subsidy was beginning in a very plausible way—a way that, had it been submitted in 1887, would have been rejected by, the people ol Australia..
