For the last three weeks high officers from all parts have conferred daily at Odessa.
Special manoeuvres are being practised, especially in regard to entrenchment, night attack, and firing Large orders have been given for ammunition, and the commissariat is very active. Managers of the volunteer fleet have been warned to prepare lor the early withdrawal of all vessels from the commercial service.
Vienna reports state that the Sultan has been asked to permit several Russian warships to pass through tho Dardanelles, bound for the East.
