Campbell Bannormau_ explains that in his speech made on June sth, attacking Mr Chamberlain’s fiscal scheme, wherein he declared that twelve millions of tho population wove under ieri, ho used Chari os Booth aud B. S. Rowntree, the eminent Socialist reformers, as his authorities. They had proved that thirty percent-. of the population of East London and York were under u-d aud on tho verge of hunger. If we applied that proportion to tho whole population of Britain we would get the twelve millions.
