ENORMOUS SUM REQUIRED IN ENGLAND. By Telegraph—Press Assooia tion—Copyright London, Sept. 10. Sir Norman Lookyer has been installed as president of the British Association for the advancement of science. In the course of an address he declared that twenty-four millions was required to place British University education on a par with that of the United States and Germany, eight millions being required for the construction,and sixteen for the endowment and equipment of past-graduate researoh; which was as assential as-battleships to the constitution. A scientific national Council was essential for industrial and commercial progress, national defence,: and national safety. Mr A. J. Balfour will be the next president. The South African' States will contribute 116000 towards holding the 1905 meeting in South Africa. The Times says that Sir N. Lockyer over-stated an excellent case. No Government would submit a scheme of such proportions, but Sir Norman Lockyer’s protest against existing conditions will initiate an important movement for the increase of national and scientific training, The Staudard characterises the proposal as claptrap.
