The Pope’s first encyclical refers to his reluctance to take office since he feels dismayed at the present state of human society. It disclaims all seoret tendencies and aims at preoccupation, and deplores the war against God waged eyorywhore. When all things were rostored in Christ’s Church, it will imply freedom from all external domination, It especially recommends great care in the training of the young, and advocates an increase of societies. The whole encyclical is characterised by humility and piety, and is without litorary pretensions.
