RUSSIA’S DUPLICITY

There is increasing tension on the part of the Japanese, whose fleet and army are ready, though diplomatists hope for an amicable settlement on the basis of minor concessions.

Advices have reached Tokio that the Russians are erecting forts and mounting guns at Yongampho, 'though Korea refuses to grant a lease of that port.
