NELSON HARBOR WORKS.

MR LESLIE REYNOLDS’ REPORT HE WILL HOLD THE BOARD RESPONSIBLE. TWO MEMBERS RESIGN.

At a meeting of the Harbor Board today a letter was received from Mr Leslie Reynolds, engineer, acknowledging receipt of the report of the consulting engineer, but stating that without plans the report was not sufficient to enable him to mako comment. Ho proceeded afterwards to say that he was prepared to carry out the remaining portion of tiie works as designed by him, and he saw no reason to alter his estimates, while in his opinion the works were sufficient for the purpose. His designs had been accepted, and in part carried out on the terms agreed on, and be had been waiting for mouths to proceed, and was prepared io carry out his part of the contract, and would hold the Board responsible for the fulfilment of the engagement, and for all damages which may result from failure to do so. In a further lotter Mr Reynolds declined to carry out the harbor works under the amended plans of Messrs Williams and Rawson Tho Hon. Mr Trask moved that Mr Reynolds’ letter bo acknowledged, with an expression of regret that Sir Reynolds did not Bee his way clear to carry out the amended plans for harbor construction.

Some warm disoussion ensued, in tho course of which Sir Webster said tho expression of regret was, in his opinion, a sham. He blamed tho Board for its action, and forthwith resigned as a protest. Sir Franklyn likewise resigned, and Sir Finney expressed regret at tho step taken by the Board. It was then rosolved to notify Sir Cyrus J. Williams, C.E., of his appointment as consulting and executive engineer to tho Board, Sir Finney dissent ing. Sir Williams had previously intimated his willingness to take the position at £350 a year, and his appointment was rnado at last meeting of tho Board provided Mr Reynolds declined to carry out the work under tho amended proposals.
