LondoD, Oot. 25. Mr Wiso, replying to Lord Rosebery, said that instead of taking a plebiscite the quickest way to settle the question would be to summon a Colonial Conference. Mr Chaplin, speaking at Boston, said that the results of the bye-elections were not connected with the fiscal question. The swing of the pendulum from the dominant party was a factor, and was almost a second law of nature. , The Times, in an article on immigration restriction, says special provision would I meet the special caie of the importation of blacklegs during a strike, but it is cettam that an absolute iaissez fairs polioy as regards colored people would make Aus« tralia the home of a yellow and brown population. The Times agrees with Mr Deakin that there is room for a restatement of the case, tad adds that the growth of Imperial unity must be based on a compromise, not a verbal subterfuge. The Motherland must realise the nature of Australia’s problems and modify her preconceived theories to suit them. Australia in the interest of the Empire and her own progress must learn to separate what is essential to tbe development of the white raoe and the maintenance of tbe standard of living from what is not essential,' and retain the former. ’
