HARBOR CHARGES.

NEW BY-LAWS ADOPTED. A special meeting of the Board was hold to deal with objections to the new by-laws. - On the motion of. Air. Lysuur it was decided to alter the by-law in regard to the charge on sheep, 4s to be the charge on rams and 2s on flock sheep. Mr. Sievwright drew attention to the charge of 3s on general merchandise. He could see no valid reason why they should make any alteration from the existing tariff of ss. Captain Tucker said the charge of os seemed perfectly fair. There were no objections, am! no one was nn!'msed. It J.'LYiL 4iTritF if they roidd avoid doing so. A furt'lier reason was that the 5s charged on goods not otherwise specified on the schedule got at those people who did not pay rates to the Board, and could not be got at in any other way. Air. L.vsnar said that it was evident' that neither Captain Tucker nor Air Sievwright had followed the position in regard to the matter. They were according to the old tariff one of the dearest ports in the colony. It was this charge that had lost them the Coast trade, as the ohajge iu Auckland was Is. Four shillings was a big difference. Air. Whinray strongly advocated the by-law being passed unaltered. It was this by-law on which they had practically based the whole of tho tariff. If they pulled that to pieces thev would have to take the whole tariff to nieces. He would advise in that case* the tariff being referred back to the committee. They had received serious complaints from a deputation of business men. Air. Harding said that although m sympathy with Captain Tucker and Air Sievwright he would vote against the by-law- behig altered. It was one of the items that he had objected to

beaten, and lie would now carry out the wishes of the committee. The by-law was passed unaltered, (,'uptniii Tucker and Mr. Siovwright voting against it. Mr. J. H. Ormond wrote stating that surely the item 5s oil twowheeled and 10s on four-wheeled vehicles outward was surely an oversight in the tariff. Wharfage was paid directly or indirectly on every part used in the construction of a vehicle, and he did not think it was the Hoard’s intention to handicap the industry by charging wharfage on finished vehicles, ifo asked that the charge he struck out. The Hoard decided to make the alteration.

With the amendments mentioned the harbor regulations and tariff were adopted on the motion of Mr. Hysnar, seconded by Mr. Hepburn. The Chairman suggested that the by-laws come into operation on July Ist, the beginning of the half-year. Mr. Lysiiar said they were losing I'.'iOO a month by not bringing the by-laws into operation at once. It was decided that the by-laws come into effect on May 15th.
