United Press Association—Copyright LONDON, June 13. There is indignation among Welsh members at fiiir H. C. Bannerman’s declaration tliat_ there will be no Welsh Disestablishment Bill till 1908. Lord Dundonald, intervewed by the Daily Alail, states that he retired from tho Army Qjxing to the authorities not offering him employment since he w*as turned out of tho Canadian militia for calling attention to political competition in the appointment of officers. In tho House of Lords Lord Beauchamp explained that under the Laundry Bill convents containing inmates for reformatory purposes were subject to inspection when industrial work w*as performed. A Bill providing for the oualification of women as members of County and Borough Councils was read in the House of Loftls a second time by 111 to 33.
The Times states there is good reason to believe'that in pursuance of Mr. Balfour’s suggestion, the militia will be preserved,.and will form those third and fourth battalions which at present have been allotted to special contingents. The bye-election for Rutlandshire resulted in the return of Mr. Gratton, Conservative, with 2213 votes, Mr Lyon, Liberal, polling 1362. Received June 14, 9.47 p.m. LONDON, June 14.
