Received August 22, 9.18 p.m. LONDON, August 22. The Government has abandoned the Scottish Small Holders Bill. Lord Lansdowne said the House of Lords read it a second time as they understood it would be amended in committee with a view of rejecting the proposal to establish in Scotland a Land Court on the Irish model, but introducing provisions closely resembling the English Small Holdings Bill.
Lord Ripon declared it waste of time to proceed. Lord Tweedmouth said the amendments suggested would eviscerate the Bill.
Lord Roseberry declared that the responsibility of postponing legislation to ameliorate the condition of crofters rested with the Government, since the Lords were prepared to preserve the clauses dealing with crofters.
