Mr. Robert Huy, Engineer for the ■Waterworks, advised that tho various small items required to com plot o tho pipe line contract were being proceeded with, such as river weirs for pipe crossings, covering pipes on bridges, testing, valve covers, road .repairs, etc., and he thought' that all should he completed within a short . period. The contractors promised fo complete them all to I"* satisfaction with the utmost- expedition. As the works were now nearly completed there was no necessity tor his keeping an inspector full time on the ground, but-ho suggested that any inspection required for the miuuienauce period be done by Inspector Hay, and lie would bo responsible lot tile payment for any time occupied by him in inspectiou of tho steel P-pe line. Ho reminded the Council that the extra payments marie by him owing i,> the contractors having exceeded their time would run into about £430; therefore lie' trusted the Council would accede to his request. Regarding the .pipe line, C’r. AYhinrnv said there was a big legacy for the Borough in it. The Council should bo careful in releasing the Engineer from anything. Or. Sheridan said the 00-tractors were doiug all possible, and when they did their beet they should not complain. II Mr. TL.y could he spared it would be very good if ho could do the inspection. Cr. Mann deprecatul Cr. AVhin* rav’s statements. He regrett-d the delay, 'tho water had been cut off, but* "there was; too much begging the question, and the oonlroelors lnul not said they were ready to be judged. Cr. Bright slid the contractors had exceeded their time by seven or eight months. They admitted by actions that the ioh had not been as ( »ood ns it might be. Mr. Hay lmd ample to fill up his time,-and ho protested against him inspecting the works. If the expense of X'loJ had been incurred, there were ways of recovering it. This town had been deprived of the full benefit of what it was entitled to. They should not accede to Mr. Hay’s request. Cr. Mann said he was not in favor of the application. Cr. Somervell agreed with Cr. Bright. It would not do to relieve Mr. Hav of his responsibility, and he should stick to his bargain. Cr. Sheridan said that Mr. Hay etatect that the contractors would complete the work to his satisfaction. Mr. Hay clearly intended to bo responsible. and he was not trying to get out of any liability. The Engineer was looking over the work, and some wished to make out that he was working for the contractors. Cr. Whinray said the thing was a rank farce. ‘ The Council should have had a clerk of works. It was for want of practical experience that ‘ noise was raised. The contract
should be adhered to. v The Mayor said the Co.uncil approved of the Engineer’s plan, and it was too late to call off now. The Councillors did not take a great m- • terest in the matter at the time. The Engineer had done his best to get a good job, and the season was the worst possible for the work. Mr. Hav asked if the turncock would, oe * allowed to inspect for a month after the work was taken oyer. Mr. R. Iholwnll was appointed dog tax collector, the fees to be as before.
The Mayor moved that the resolution of 22nd March, re holidays for employees of the Council, he rescinded, with a view to putting another on the minutes.—Cr. Mann explained that it was not desired to abolish holidays, but- only to prevent abuses. — The motion whs carried.
