The balancesheet presented by your treasurer is most satisfactory, disclosing the most successful year’s transactions yet recorded. Your committee, in accordance with the powers with which they were entrusted for carrying out tho proposals submitted at your last annual meeting, let a contract for £1907 to Messrs Mackrelt and Colley for the enlargement of the grandstand, providing lavatories and other accommodation ; £1350 lias been paid on account of tlie contract, and the balance, £557, is nearly due to bo paid for the completion of the contract. Freeh contracts for about £2OOO will shortly be let, comprising the removal of the totalisator house to the site of the present saddling paddock; the erection of a people's stand, stewards’ stand, and extensive stabling. They were met and welcomed by the local Rugby Union officials. RUGBY REFORM. DEFINITE ACTION TAKEN. [Press Association.] AVELLINGTON, Sept. 9. The discussions that have been going on for a time on the question of reforming the rules of Rugby football are now in a fair way to assume practical shape. A special meeting of delegates to the New Zealand ltugby Union is to be held on October Ist, when it will be proposed that the following amendments bo made:—Law 2a, tackle: That a player being brought to the ground be allowed to pass the ball even though it lias touched the ground, provided it be done immediately. Law 2, scrummage: Add “In every case when the referee orders a scrummage he shall himself put the ball into the said scrummage.” Law 2, ball in scrummage: A player cannot lift his leg until the ball touches the ground, and unless the ball is put past the first man of the scrum that/has the shorter front, it shall not be considered to have been fairly put- into tlie scrum. Law 2, knocking on and throwing forward: That it should not. bo considered a knock-on if the player so doing recovers possession before the ball touches the ground. Law 2, fair catch: Add after “catch,” in last line of definition, “or by immediately calling out ‘mar'k.’ ” Law 3, section (e): That the referee be allowed discretionary power as to whether the game shall be stopped. Law 3, section (f): Delete the words “held or.” Law 4, scoring: Goal from mark or a penalty kick to count 2 points. Law 6, section (c): To be deleted. The annual amateur championship meeting of the Napier Golf Club was opened to-day on the IVaiohiki links. The weather was warm, but a strong westerly wind prevailed until late in the afternoon. The ladies’ hockey tournament was continued this afternoon in very fine weather, and in the presence of a large .number of spectators. The retirement of Canterbury at the beginning of Hie week rather upset the arrangements. In the senior gP.ule both IVairarapa A and Nelson had byes to-day. Hawke’s Bay beat Wellington A by four goal to two, and IVaivarapa B beat Wellington B by one goal to nil. In the junior grade Wellington B beat Wanganui by 2 goals to nil; Wellington A beat Horowhcmia by one goaf to nil; and Hawke’s Bay had a bye. DANNEVIRKE TOURNAMENT. DANNEVIRKE, Sept. 9.
