The Minister for War is asking the Duma for an extraordinary credit of nine million pounds sterling beyond the nine million pounds asked for immediately after the events in the Balkans. The “ Herald’s” correspondent at Constantinople states that Turkey lias ruptured the negotiations with Austria, declining to recognise the annexations as an accomplished fact.

In the House of Commons, Sir Edward Grov declared that the object of his communications at present proceeding with tho Powers is to secure some -agreement regarding the programme of the proposed' conference, which is designed to settle the differences without widening tho area of disturbances. As Turkey was the most adversely affected, the British Government trusted the first object of the Powers would bo to secure compensation for Turkey -and to safeguard her interests and strengthen her new regime. Turkey’s approval was a necessary condition to the adoption. of any programme.
